3、Qualification Requirements For Bidder
Qualifications or Performance:(1) All Bidders are requested to fill in according to the requirements of Format IV-9 in Section IV and provide relevant information;
(2) The bidder whose product origin is outside the customs must be the manufacturer; Or the agent directly authorized by the manufacturer. The agent shall meet the following conditions for bidding:
①The only formal authorization letter from the manufacturer for this bidding must be provided (the authorization letter must be directly authorized by the manufacturer, and secondary authorization is not allowed). The authorization letter should include the relevant content of "the manufacturer is responsible for the quality of the product and after-sales service" and the manufacturer's contact person and contact information, and ensure that the manufacturer's contact person can coordinate and handle important matters during the project execution process (for this requirement, the manufacturer may also issue a written commitment/explanation outside the authorization letter). Otherwise, proxy bidding will not be accepted;
②the Agent shall get registered in accordance with the local law for at least three years from the bid opening date and copies of valid registration documents such as business license shall be provided;
③The bidder shall have sales performance for similar products in two different years within three years from the bid opening date. Copies of the contract / purchase order evidencing its sales performance or Certifications from Enduser should be provided and signed or sealed by the Bidder;
(3)The bidder whose product origin is within the territory of the Customs must be the manufacturer (agent bidding is not accepted)
(4) The bidder has not been suspended or cancelled the bidding qualification by petrochina Tendering and Bidding website (www.cnpcbidding.com). (According to the provisions of the Measures for the Administration of Dishonest Behavior of Bidders of China National Petroleum Corporation Limited, the bidder's bidding qualification shall be suspended for half a year if the dishonest score reaches 8 points; The bidder's bidding qualification shall be suspended for one year if the breach of trust score reaches 9 points; The bidder's qualification for bidding is suspended for two years after the breach of trust score reaches 10 points. If the breach of trust score is 10.5 points or above, or the breach of trust occurs again during the suspension period, the bidding qualification within the scope of the group company will be cancelled for three years. If the bidder is qualified again at the expiration of the term, the breach of trust will not be cleared and the validity period will be extended for three years.) (6)Within two years prior to the bid opening date, if a bidder has made one or more invalid complaints about the evaluation results in the bidding activities organized by China Petroleum Materials Co., Ltd. (including the result of the mechanical and electrical office of China Petroleum Group Corporation being rejected, rejected, or maintaining the original evaluation results), or if the bidder has engaged in dishonest behavior twice in total, the bid will be rejected.
(7)The Bidder shall provide the original or copy of the credit certificate issued by the bidder's Bank of deposit within three months before the bid opening date (The signature or sealing by the respective of bidders is needed);
(8)Other Qualification and Achievement requirements stipulated in Chapter VIII.
(9) The bidder shall provide proof of successful operation of the bid product for 5 years or more under similar harsh working conditions. Similar working conditions refer to: used in the field of natural gas processing, the medium is natural gas; design pressure grade ≥CL2500; nominal diameter ≥DN150mm. This proof of performance must be attached to the bidding document. The proof of material must be clear and verifiable to prove the authenticity of the performance, the similarity of the working conditions and the good operation. It should include but not be limited to the following:
① Copy of the key page of the sales contract (including the first page of the contract, the signature page, and the product specification terms page).
A copy of the technical agreement, attachment or data sheet corresponding to the contract, which must clearly reflect the pressure level, diameter, medium and application area of the product.
② Certificate of performance issued by the user with a public seal: the project name, product model, date of commissioning should be clearly indicated, and include "stable operation for more than 5 years, good condition" or similar concluding statements. Also provide the end user's effective contact (at least one) and their current valid office telephone and e-mail box.
For all non-Chinese supporting materials, an official Chinese translation must be provided.
(10) Manufacturers should obtain the "Special Equipment Production License of the People's Republic of China" (for pressure pipeline components), which covers sub projects A1. They should also obtain a special equipment type test certificate, which must cover the entire range of bidding products (if bidding as an agent, relevant certificates from the manufacturer must be provided). The certification factory in the special equipment production license must be consistent with the manufacturing factory of the bidding product.
(11) The equipment provided by the supplier should have a qualified explosion-proof certificate issued by an international or domestic third-party organization.
(12) Within three years prior to the bid opening date, if a bidder has been punished within China due to poor contract execution or quality issues with the bidding products, their bid will be rejected (subject to the official penalty document issued by the bureau level or above).
(13) The bidder has not been included in the list of seriously illegal and dishonest enterprises by the State Administration for Industry and Commerce on the National Enterprise Credit Information Publicity System by the deadline for bidding; And it has not been included in the list of dishonest executed persons by the "Credit China" website. The integrity records of other bidders shall be executed by the bidding agency in accordance with the latest bidding requirements of the group company.
(14) The bidder has not been ordered to suspend production or business, temporarily suspend or revoke permits, or temporarily suspend or revoke licenses; There is no situation of entering liquidation proceedings, being declared bankrupt, or other loss of performance ability. A commitment letter signed by the legal representative or authorized representative and stamped with the official seal must be provided.
(15) Within two years prior to the bid opening date, if a bidder has made one or more invalid complaints about the evaluation results in the bidding activities organized by China Petroleum Materials Co., Ltd.
